No. Not all integers are whole numbers, but all whole numbers are integers.

Integers, typically, are all positive numbers, zero digits, and negative numbers. Whole numbers only comprise positive and zero digits.

All natural numbers (counting numbers that are known: 0, 1, 2, 3, 4, etc) are whole numbers.
